If we have sanctions on Iran already, there may be little economic benefit for us to trade with them anyway. (No reason to try to better relations)
Iran can find it's own apology. They have been less than specific with their aims, and have been another North Korea to the world. Remember Iran capturing troops outside of their waters a while ago? Yeah, Iran is the one who can apologize.
